Youth employment contract: eligibility and procedures

The Youth Engagement Contract is a support system for young people looking for their first job. It is granted under certain conditions.

The Youth Engagement Contract is aimed at young people aged 16 to 25 – as well as young people under 30 with disabilities – who are neither in training nor in activity. It implies several conditions for the beneficiary. The latter must diligently follow the program that has been defined. The journey can take from 6 to 12 months, but it is likely to last 18 months under certain conditions. The objective is to find training or employment. The young person thus benefits from personalized support with a dedicated adviser,an intensive program of 15 to 20 hours of activities. In return, he may receive an allowance, the amount of which may reach up to 500 euros per month. The amount depends on the age of the beneficiary, his resources and whether he is still attached to the tax household of his parents.

What is the Youth Engagement Contract?

The Youth Engagement Contract is a new type of support contract targeting young workers looking for work. It should enable young workers to benefit 15 to 20 hours of support per week to discover a profession, to train, to find an apprenticeship or a job. The training must in particular include concrete modules on the steps to be taken to find a job or training.

The device must “complement and simplify” several existing support mechanisms for young job seekers. For example, the youth guarantee already supported young people excluded from the world of work with training on the practical aspects of professional life, discovery of professions and support with local missions. The Youth Engagement Contract should be more targeted than the youth guarantee since all the existing schemes, including the youth guaranteeare replaced by the youth engagement contract. One of the main objectives of the device is to respond to labor market pressures and potentially directing long-term unemployed young people towards sectors that are recruiting.

The 15 to 20 hours of support must be “as close as possible to the professional environment”. The young worker under contract benefits from a single referent who must see at least once every two weeks. The goal is to “bring together all the assets to find a job or a professional solution in a period of 12 months“. In practice, the course can last between six and twelve months with the possibility of an exceptional extension to 18 months. A second contract may be concluded, but not before a period of six months following the end of the first, unless there is a justified exception. Support from the counselor can continue if the beneficiary finds a job at the end of the Youth Engagement Contract.

Who is eligible for the Youth Engagement Contract?

This type of contract is aimed at young people from under 26 Where under 30 if they are disabled, without training and “who encounter difficulties in accessing sustainable employment”, according to decree n°2022-199. The device must support those who were accompanied by the youth guarantee and extremely distant from training and employment.

The system involves the State, local authorities, companies and associations: neighborhood associations, sports associations and all organizations that can affect young people. This type of contract can be initiated by actors in the field, Pôle Emploi or associations. The professional situations can be carried out within companies, associations, local authorities or within the framework of a civic service. The young beneficiary is accompanied by Pôle Emploi or by the Local Mission which will coordinate the actions with the other actors involved.

There is also an application common to all public employment actors to which all beneficiaries of the employment contract will have access. It should enable them to obtain information and dialogue with their referring adviser. According to the decree, the device includes a diagnosis of the beneficiary’s situation with two main points:

  1. The commitments of each party to achieve the “objectives set in connection with the young person, in particular the designation of a referent adviser, responsible for supporting the beneficiary throughout his career. Among the beneficiary’s commitments are attendance, active participation in the all of the planned actions as well as the sincerity and accuracy of the information provided”
  2. Action plan “developed according to the needs of the young person, specifying the objectives and the duration of the support”

This action plan is updated according to terms that are defined with the young person concerned. It may include in particular:

  • Professional situations
  • Training periods
  • Support in the stages of active job search, individually or in groups
  • “Specific actions within the framework of social and professional support”
  • Actions of other organizations related to this social and professional support

Interested young people can do an eligibility test on the site One youth, one solution. If their profile matches the conditions, they must leave their contact details to be contacted by Pôle Emploi or the local Mission closest to them.

What is the amount of the salary of the Youth Engagement Contract?

The young signatories of this contract can receive an allowance of 500 euros monthly (285 euros in Mayotte) during their contract if they are fiscally self-sufficient or attached to a non-taxable household. If they are attached to a taxable household at the first bracket of the income tax scale, they can receive an allowance of 300 euros (171 euros in Mayotte). Miners touch 200 euro (114 euros in Mayotte). The allowance is limited to six times the maximum amount per year.

Certain benefits are deducted from the allowance: unemployment benefit, training course or received as part of an E2C (second chance school) in their entirety. Income from activity, short-time working or sickness benefits are partially deducted above 300 euros and on a declining basis. The allowance cannot be combined with the RSA or the activity bonus (except for dependents, subject to income), nor with other allowances such as those received during civic service.

The amount of the allowance will be fixed when the contract is signed and can be “revised at the request of the young person or at the initiative of the referring adviser in the event of a change in the situation”.

Who pays the Youth Engagement Contract allowance? Employment center?

The allowance for the Youth Engagement Contract is paid by Employment center or by the Service and Payment Agency, when the request comes from a local mission. Its payment depends on the honoring commitments made and carrying out actions in order to find a job. According to the decree, the deletion can take place “in whole or in part when the young person, without legitimate reason, is absent from an action provided for in the context of his Youth Engagement Contract or cannot justify the accomplishment of positive acts defined in this same framework.

The scale provides a reduction of a quarter of the allowance at the first breach, a whole month to the second breach and permanent deletion beyond. The termination of the contract may occur “in the event of repeated breaches by the young person or in the event of a false declaration in order to collect the allowance” but those registered with Pôle Emploi will not be deregistered.
